“We – Azerbaijanis living in foreign countries and Azerbaijani diaspora organizations – state with deep grief that 6 more Azerbaijani citizens fell victims to mine terrorism of Armenia on September 19. Four police officers and two civilians died after being struck by Armenian-made mines on a newly built road while performing official duties in Azerbaijani territories liberated as a result of the Second Karabakh War in 2020.

 

 

 

In general, since the end of the Second Karabakh War – from November 10, 2020 to the present day, 320 Azerbaijani citizens have suffered from mines produced in Armenia in 2020-2023. 67 of them were killed and 314 were injured. Official Yerevan refused to provide mine maps to Baku and continued to pollute the territories of Azerbaijan with new mines.

This, along with preventing construction and restoration work in the territories of Azerbaijan destroyed by Armenia during the 30-year occupation, poses a serious threat to the lives of civilians working there. Furthermore, over 750 thousand Azerbaijani IDP-s who have been homesick for their homeland for 30 years, still cannot return to their homes due to the fact that Armenia has not provided mine maps despite the fact that the war has been over for 3 years.

 

 

 

 

The fact that Armenia under various pretexts is delaying the settlement process, despite the statement of acceptance of the peace proposals put forward by Azerbaijan, as well as demonstrating a destructive position in negotiations conducted by international efforts and not responding to the peace agenda, manifests that this state is not interested in the peace process and seeks to attack this process.

In addition, Armenia, contrary to the provisions of the Tripartite Statement signed between Russia, Azerbaijan and Armenia on November 10, 2020, continues to maintain its military units in the territory of Azerbaijan and finance the illegal separatist regime. This poses a serious threat to regional peace and stability.

 

 

 

 

For this reason, on September 19, in order to prevent large-scale provocations expected from the Armenian armed forces, as well as ensure the implementation of the provisions of the Tripartite Statement, disarm and withdraw units of the Armenian armed forces from the territories of Azerbaijan, neutralize their military infrastructure, secure the safety of the civilian population, including civilian workers and military personnel participating in restoration and construction work carried out in the territory, and restore the constitutional order of the Republic of Azerbaijan, the Azerbaijani army launched local anti-terrorist measures in Azerbaijani territories temporarily controlled by Russian peacekeepers. As in the Second Karabakh war, the measures taken now target exclusively illegal military formations and military infrastructure. Unlike Armenia, the Azerbaijani side does not target the civilian population in any case.

 

 

 

 

The only way to establish peace and stability in the region is the unconditional and complete withdrawal of Armenian armed forces from the Karabakh region of Azerbaijan, respect for the territorial integrity of Azerbaijan and the dissolution of the separatist regime.

We appeal on the states of the world and international organizations to influence the Armenian state so that it immediately and completely withdraws its illegal armed groups from the territories of Azerbaijan, presents mine maps to Azerbaijan and signs a peace treaty with Azerbaijan as soon as possible in order to secure peace and stability in the region.

We, the world Azerbaijanis declare our readiness to provide all possible support to our native country – Azerbaijan”.

Azerbaijani diaspora organizations issued a statement regarding the situation aroundthe Lachin-Shusha-Khankendi road.

 

 

 

 

 

The statement reads: “We are very surprised and disappointed by the July 28, 2023 statement by Council of Europe Secretary General Marija Pejčinović Burić on the issue of supplies for the Armenian population of the Karabakh region of Azerbaijan. This statement contradicts the purposes and principles set out in the Council’s Charter, the European Convention on Human Rights and the Universal Declaration of Human Rights.

 

 

 

 

 

Azerbaijani diaspora organizations maintain that the statements that Armenians living in the Karabakh region of Azerbaijan are allegedly under blockade and facing a humanitarian crisis are yet another piece of defamation and nonsense that Armenia has resorted to in order to mislead international public opinion. For example, in 2020, shortly after the Second Karabakh War, which lasted 44 days and ended with Azerbaijan’s historic victory, official Baku, despite the 30-year occupation and hardships endured by the Azerbaijani people, proposed basic principles and a peace treaty to normalize relations between the two countries on the basis of mutual recognition and respect for each other’s territorial integrity, sovereignty and borders. Despite the fact that the Armenian side remained unresponsive to these peace initiatives for a long time and used various pretexts to slow down the process, the Azerbaijani side showed determination and continued its goodwill efforts to promote initiatives towards a peace treaty, delimitation of borders and opening of communications. Consistent steps were taken by the Azerbaijani authorities towards dialogue with the local Armenian residents of the Karabakh region, the construction of the new Lachin road was completed in a short period of time and the road was put into operation.

 

 

The Armenian side, on the contrary, made the unreasonable proposal to “ensure the rights and security of Karabakh Armenians through Baku-Khankendi negotiations within the framework of an international mechanism”, preventing direct contacts between Azerbaijan and local Armenian residents and effectively continuing to make territorial claims against our country in a different guise. At the same time, in violation of the trilateral agreement of November 10, 2020, Armenia has not withdrawn its armed forces from Azerbaijani territory, and continued to mine Azerbaijani territories instead of providing maps of minefields to official Baku. As a result, 303 Azerbaijanis, including two journalists, have become victims of landmine explosions since November 2020.

 

 

 

 

Azerbaijan has set up the Lachin border crossing checkpoint in its sovereign territory in order to control its borders and prevent Armenia’s illegal activities. Although Azerbaijan ensured the passage of Armenian residents, the International Committee of the Red Cross (ICRC) and the Russian peacekeeping forces through the border crossing checkpoint, the Armenian side circulated false statements about the “dire humanitarian situation” in the region in order to continue illegal activities in the territory of Azerbaijan. At the same time, it resorted to numerous provocations, such as firing at Azerbaijani border guards on June 15, attempted smuggling, and unauthorized sending of trucks to the territory of Azerbaijan on July 26.

Despite the fact that Azerbaijan made a number of proposals, including the use of the Aghdam-Khankendi road and other alternative roads to meet the needs of Armenian residents, and despite the support of these proposals by the European Union and the ICRC, the Armenian side rejected these proposals by installing concrete obstacles on the alternative roads and blocking access to the territory, which once again shows that Armenia’s statements concerning the humanitarian situation in the region are political blackmail and manipulation.

 

 

 

Azerbaijani diaspora organizations state that Armenia’s goal is to attract third parties to the region, expand the geography of tensions and disrupt the peace process. Responsibility for all the provocations of recent days lies with Armenia and its leadership, as they continue their illegal military presence in Azerbaijani territories, foment separatism and obstruct reintegration efforts. At the same time, we demand that a number of countries turning a blind eye to the suffering of about one million Azerbaijanis forcibly expelled from Armenia and the occupied territories of Azerbaijan in the late 1980s and early 1990s, to the genocide of February 26, 1992 in the Azerbaijani town of Khojaly, to the fact that Armenia kept the invaded Azerbaijani territories under occupation for 30 years and the Nakhchivan Autonomous Republic under blockade for 32 years, to the continuing presence of Armenian armed forces in the territory of Azerbaijan for the last three years, to Armenia’s obstruction of the opening of communications, respect the sovereignty and territorial integrity of Azerbaijan, refrain from interfering in the internal affairs of our country and put an end to the policy of double standards”.

Azerbaijani diaspora organizations issued a statement regarding the landmines planted in the territory of Seyidlar village of Kalbajar region.

The statement reads:

 

 

 

“Threats posed by Armenian landmine terror in Azerbaijan’s liberated territories continue. The number of landmine victims in Azerbaijan has increased to 303 since the end of the war in 2020.

 

 

 

 

Another tragic landmine incident in which Aliyev Sahib Isa, a beekeeper in the village of Chopurlu in Azerbaijan’s Kalbajar District, tripped a landmine on July 13.

 

 

 

 

Armenia’s mine terror against our country leads to the death or injury of our military personnel and civilians and also slows down the process of returning former internally displaced persons to their native lands, creating obstacles for the activities of businesses and the restoration work carried out in the region.

 

 

 

 

The planting of mines in the liberated territories of Azerbaijan and the lack of accurate maps of the mined territories is an open demonstration of Armenia’s disrespect for the norms and principles of international and humanitarian law.

 

 

 

 

 

As diaspora organizations, we call on the relevant international organizations to take decisive steps to curb mine terror by Armenia and have accurate mine maps handed over to Azerbaijan”.
